"To the chief Musician on Neginoth, A Psalm or Song of Asaph."
The gateway of the psalm, sung at the head of every part, to be played on stringed instruments.

Verse 8
"Thou, even thou, art to be feared: and who may stand in thy sight when once thou art angry?"
The heart of the psalm and of the chorus. The doubling "thou, even thou" is a cry of wonder — there is none like You. If the heroes of Sennacherib could not stand one night, who may stand.

Verse 9
"Thou didst cause judgment to be heard from heaven; the earth feared, and was still."
The verdict was not decided by armies or on a battlefield. One voice from heaven — and the whole world holds its breath. Awe brings stillness, not panic.
Verse 10
"When God arose to judgment, to save all the meek of the earth. Selah."
God's judgment is not a blind blow — its purpose is salvation: precisely the meek, the quiet, the downtrodden are saved.

Verse 11
"Surely the wrath of man shall praise thee: the remainder of wrath shalt thou restrain."
Even the fury that sought to destroy Jerusalem becomes a witness to Your greatness — and what remains of it, You restrain.

Verse 12
"Vow, and pay unto the LORD your God: let all that be round about him bring presents unto him that ought to be feared."
The only fitting response to such a miracle: vow, fulfill, bring tribute — and not Israel alone; all the nations around are called.

Verse 13
"He shall cut off the spirit of princes: he is terrible to the kings of the earth."
The closing seals the frame opened by "thou, even thou". Like a harvester cutting a cluster from the vine, He cuts down the pride of rulers — and the kings of the earth have learned awe.

In one line: before the God who sounded judgment from heaven and stilled the earth none can stand; vow, pay, and bring a gift to the Feared One, who rises to judgment to save the meek.
